| Description | CAPITAL DEVELOPMENT AUTHORITY SECTOR DEVELOPMENT E&M DIVISION ********* INVITATION FOR BIDS Tenders are hereby invited electronically through EPAD System for the following works through single stage single envelope bidding procedure from contractors / firms duly enlisted with EPAD, having valid Pakistan Engineering Council (PEC) License with appropriate category & codes, Electrical License issued by Electrical Inspector Islamabad for execution of Electrical & Mechanical Works in Rawalpindi / Islamabad and NTN & GST registration with FBR. Tender Documents are available and can be downloaded from EPADS at http;//eprocure.gov.pk. 2. The prospective bidders also required to submit their Bids online along with following requisite documents evidencing the eligibility through EPADS at http;//eprocure.gov.pk before closing date & time in accordance with the provisions of Rule 36(a) of Public Procurement Rules 2004 and terms & condition defined in the bidding documents. Bids not containing following documents considered as non-responsive (Hard / manual bids are not acceptable). i. Valid PEC License having Codes ME03(i)(iii), EE-04,ME06, ME07. ii. Valid Electrical License issued by Electrical Inspector Islamabad for execution of Electrical Works in Rawalpindi / Islamabad. iii. NTN, GST registration with active status and valid Professional Tax certificates. 3. The prospective bidders are required to provide / submit Bid Security / Earnest Money in the shape of Deposit at Call (CDR)generated from firm?s account clearly indicating the Name of Firm issued by local scheduled bank in favor of Dy. Director, Sector Development E&M Division, CDA, CDA in account branch located at Shop No.01, Bazar No.08, Street No.57, Sector G-6/4, Islamabad before the closing hours on 18-06-2025. (Bids of firms who have not provided bid security in original will be marked as non-responsive). 4. The prospective bidders are also required to submit an undertaking along with bid security on Stamp Paper duly attested by notary public worth not less than Rs.100/, that the firm / contractor are neither involved in any litigation nor black listed by any government, semi government or autonomous body in Pakistan and also undertakes that if any information or document provided by firm for issuance of tender document is found incorrect or fictitious the firm is liable for disqualification and legal action under the law (Bids of firms who have not provided the undertaking along with bid security in original will be marked as non-responsive). 5. Electronic Bids will be opened on EPADS in the office of Dy. Director Sector Development E&M Division, CDA located at CDA Training Academy, Art & Craft Village, Islamabad on scheduled date & time in the presence of prospective bidders or their representatives who may choose to be present as PPR Rules. 6. If the Bid Price of the successful Bidder is more than 15% below the lower of the NIT cost of work, the Bidder shall produce detailed price analyses for all items of the BOQ to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. After evaluation of the price analyses, the successful bidder shall require to submit an additional Performance Security by 10% of the difference of the Bid Price in shape of Bank Guarantee / CDR. The Bids having Bid Price lower than 25% the NIT cost shall be liable to be rejected as per PEC instructions to bidder regarding abnormally low bid 7. The Bid Security / Earnest money of unsuccessful bidders will be retained / deposited in CDA bank account and released in the favor of firm?s account only after acceptance of bid.
