| Description | SLL LPG Limited (SLL), a wholly owned subsidiary of Sui Southern Gas Company Limited (SSGC), operates an LPG terminal and filling station at Plot No NWZ/1/P-305 (A-4, LPG Area), North Western Industrial Zone, Port Qasim, Karachi. SLL?s terminal includes a ship receiving jetty located approximately 3.5 km south of the main facility and a storage infrastructure comprising 3 x 1500 MT and 2 x 1000 MT above-ground spherical tanks, totaling 6,500 MT storage capacity. SLL is looking to acquire the services of a competent, reputable, PEC certified/ registered experienced Consultant/ Consultancy Firm to support the assessment, prioritization, and revision of ongoing and upcoming multidisciplinary works, and optionally provide EPCC (Engineering, Procurement, Construction, and Commissioning) services. For the Assignment, SLL invites participation from well reputed leading National Consultancy Firms and experience of same projects to perform the assignment. The Assignment consist of but not limited to the following scope, deliverables etc.; 1. Review the SLL-prepared preliminary Scope of Work and BOQ, terms of reference, tender documents under PP Rules, 2004 etc. 2. Conduct physical site visits for technical assessment. 3. Recommend modifications/enhancements in line with industry best practices and project objectives. 4. Assess and prioritize the identified works based on: Safety impact, Regulatory and code compliance (e.g., NFPA, OGRA, QHSE standards), Operational urgency 5. Submit a finalized and revised SOW and BOQ terms of reference, tender documents under PP Rules, 2004 etc., for SLL review. 6. Provide detailed rationale and technical justification for all changes. 7. Monitoring and Supervising of Project till Commissioning. Consultancy firms fully capable in the relevant jobs are invited to submit their proposals in sealed envelope marked ?Proposal for Hiring of a Consultant/ Consultancy Firm to support the assessment, prioritization, and revision of ongoing and upcoming multidisciplinary works, showing that they meet the criteria and are capable of successfully undertaking the assignment. The deadline to submit the EOI is 1530 hours on June 12,2025 at SLL head office (address mention below) along with a pay order of PKR 100,000 in favor of SSGC LPG Limited. The EOI will be opened publicly 30 minutes after EOI submission deadline and the name of participating firms will be announced in the presence of their representatives who wish to attend. SLL reserves the right to reject all proposals and annul the EOI process. Proposals after EOI submission deadline will not be entertained. Following evaluation criteria will be used for short listing: 1. A reputable leading consultancy firm. 2. The firm should have minimum ten (10) years? experience with adequate qualified technical and professional staff equipment, tools, and technical certifications to undertake the assignment. 3. Relevant experience in the Oil & Gas/LPG/LNG sector in Pakistan. 4. Capacity to manage EPCC works (Past / Existing EPCC projects preferred) Interested firms shall submit: 1. Technical Proposal: 2. The method of procurement will be Quality and Cost Based Selection as per Procurement of consultancy Regulation 2010. |
