| Description | INVITATION FOR BIDS Electronic bids are hereby invited electronically through EPAD System for the following works through single stage two envelope bidding procedure from contractors / firms duly enlisted with EPAD, having valid Pakistan Engineering Council (PEC) License with appropriate category & codes, Electrical License issued by Electrical Inspector Islamabad for execution of Electrical & Mechanical Works in Rawalpindi / Islamabad and NTN & GST registration with FBR. S.# Name of works 1. Providing / Installation of Traffic Signal Intersection of 9th Avenue And IJP Double Road, Islamabad 2. Replacement of existing old conventional lights with LED lights at Hilal Road & Major Road Sector F-11 Portion, Islamabad 3. Replacement of conventional street light system with LED street lights at sector I-10/2, Islamabad 4. Providing / Installation of road lights system on existing installed poles & remaining portion including illumination of view point Lake View Park Phase-II, Islamabad 5. Rehab / Renovation of Road Lights Due to Widening of Road at Park Road from Rawal Dam Chowk to Taramri Chowk, Islamabad 6. Rehab. / Renov & Replacement of LED Lights with Existing Old Conventional Lights at 7th Avenue, Islamabad 7. Rehabilitation / Renovation of existing installed road lights of approach road to Bari Imam & provision of road lights at Margalla Road extension sector F-5, Islamabad. 8. The prospective bidders are required to provide the Bid Security / Earnest Money in the shape of Deposit at Call (CDR)generated from firm?s account clearly indicating the Name of Firm issued by local scheduled bank in favor of Deputy Director, Street Light Division-II, CDA in his office located at Shop No.01, Bazar No.08, Street No.57, Sector G-6/4, Islamabad before the closing hours on 24-03-2025. (Bids of firms who have not provided bid security in original will be marked as non-responsive). 2. Detailed bidding document containing bidding data, terms & conditions, BOQ and technical evaluation criteria are available on EPADS at http;//eprocure.gov.pk. 3. The prospective bidders are required to submit their bids electronically through E-PADS at http;//eprocure.gov.pk by uploading readable PDF files- before closing date & time in accordance with the provisions of Rule 36(b) (single stage two envelope bidding procedure) of Public Procurement Rules 2004. 4. The prospective bidders are also required to submit uploaded copy of Technical Bid of each work clearly indicating name of work on the face of envelope along with an undertaking on Stamp Paper duly attested by notary public worth not less than Rs.50/, in which firm / contractor undertakes that all the requisite documents / information provided in the technical bids are genuine & correct and if any information or document is found incorrect or fictitious the firm / contractor is liable for disqualification and legal action under the law. Further the it is also undertake that firm has neither involved in any litigation nor black listed by any government, semi government or autonomous body in Pakistan. (Firms who have not provided the undertaking along with technical bids will be marked as non-responsive). 5. Tenders will be opened on EPAD system in the office of Director E&M (Maint) located at Room No.05 Ground floor ?P? Block Pak Secretariat Islamabad on schedule date and time in the presence of prospective bidders or their representatives who may choose to be present as PPRA Rules. 6. CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal and conditional bids will also be rejected on the spot as per PPRA Rules. 7. If the Bid Price of the successful Bidder is more than 15% below the lower of the NIT cost of work, the Bidder shall produce detailed price analyses for all items of the BOQ to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. After evaluation of the price analyses, the successful bidder shall require to submit an additional Performance Security by 10% of the difference of the Bid Price. The Bids having Bid Price lower than 25% the NIT cost shall be liable to be rejected as per PEC instructions to bidder regarding abnormally low bid. 8. The Bid Security / Earnest money of unsuccessful bidders will be retained / deposited in CDA bank account and released in the favor of firm?s account only after acceptance of bid. 9.
