| Description | CAPITALDEVELOPMENTAUTHORITY Directorate of Environment (East) (Urban Div-I) INVITATION FOR BIDS The Capital Development Authority invites sealed bids from firms who are well reputed, registered with Pakistan Engineering Council having valid Registration Certificate in Category C-6 or above with project Codes CE-10, for the year 2024-25 who can prove their eligibility and qualification as mentioned in the Bidding Documents for the following project. S # Name of work 1 Beautification of Parade Venue, JS Pak Day Parade 23rd March2025 at Aiwan-e-Sadr, Islamabad. NIT Cost Rs. 6,480,000/- Earnest Money/Bid Security Rs. 194,400/- Date & Time of opening Tender 12-03-2025 12:00 noon TERMS AND CONDITIONS FOR BIDDERS:- 1. The Capital Development Authority invites bids, from firms, registered with Pakistan Engineering Council having valid Registration Certificate in respective project code valid for the year 2024-25 who can prove their eligibility and qualification as mentioned in Bidding Documents for the above mentioned work. 2. The bidding shall be conducted in line with the Rule 36(a) Single Stage Single Envelop procedure prescribed under Public Procurement Rules 2004, E-PAD Procurement Regulations 2003 and is open to all potential bidders registered in the E-Pak Acquisition& Disposal System (EPADS). 3. Bids must be accompanied by a Bid Security duly generated from firm?s own account should be in the form of Pay Oder/CDR?s in favor of D.D.O (East), Environment Wing, CDA. The prospective bidders shall upload scanned copy of Bid Security on E-PADS and original Bid Security /CDR?s before 12:00 (Noon) dated 10-03-2025. Along with application and documents mentioned at Serial Number 7,will be submitted to the office of Director Environment (East), CDA at 9th Avenue, Environment Directorate (East), CDA office F-9 Park, Islamabad. 4. The bidder must appear in person while submitting the application. In case of absence of the bidder, an authority letter must be provided along with application on letter head of the firm depicting complete valid address & contact number along with attested copy of CNIC. 5. The prospective bidder must provide their firm 3 years income tax returns along with application, otherwise their bids will be considered as Non-responsive. 6. The prospective bidder shall upload Complete NIT along with PEC Certificate and Professional Certificate and provide the PEC certificate and Professional Tax along with application. Otherwise their bids will be considered as Non-responsive. 7. The Prospective bidders shall also upload following certificates and also provide the certificates in original along with application. Otherwise their bids will be considered as Non-responsive. i. Prospective bidder /firm must upload and provide an undertaking of sole proprietorship on Stamp Paper worth Rs. 500/-, also that the firm/ contractor are neither involve in any litigation nor black listed by any government, semi-government or autonomous body in Pakistan and also undertake that if any information or documents provided by the firm is found incorrect or fictitious, the firm take for legal action under the law. Without the undertaking tender will be marked as Non-Response. ii. Prospective bidder /firm must upload and provide an undertaking of Non Relationship in CDA on Stamp paper worth Rs.500/-. Without the undertaking tender will be marked as Non-Response. iii. Those firms can apply who have carried out similar nature of work and those firms are eligible to participate having broad experience in conducting such events can work in urgency and short time. Otherwise their bids will be considered as Non-responsive. 8. Work related information may be sought from the office of Deputy Director Urban Division-I, located in 9th Avenue, Environment Directorate (East), CDA office F-9 Park, Islamabad. 9. The prospective bidders are also required to submit their Bids online through E-PADS at http://eprocure.gov.pk) of Public Procurement Rules- 2004 and terms & conditions defined in the bidding documents must be submitted at the address mentioned below on 12.03.2025 at 11:30 AM. 10. The Bids will be opened publicly on 12.03.2025 at 12:00 PM in the office of Director Environment (East), CDA at 9th Avenue, Environment Directorate (East), CDA office F-9 Park, Islamabad. 11. In case the total bid amount less than 10 % below the NIT amount, the bidder shall deposit CDR?s(generated from firm?s own account, in favor of D.D.O(East), CDA) as performance security equal to the difference between NIT amount and total quoted amount less 10% of NIT amount that is required as performance security of NIT total Bid amount. This call deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of bids. Bids not carrying the performance security shall be rejected. The performance security of the successful bidder shall be released after completion of project. 12. Application /documents submitted on printed pad bearing name / address / signature of contractor along-with power of attorney, partnership deed, and proprietorship deed, valid professional Tax Certificate, renewal PEC license, attested copy of NTN certificate, attested copy of CNIC and Registered proof with PPRA on E-PADS. 13. The bids will be opened by using E-PAD publically on the same day, in the presence of the Procurement Committee & Bidders/authorized representative must present General / Special of Authority attested through respective Court, who choose to attend the opening session to be held at the office of Director Environment (East), CDA. 14. The Firm providing unsubstantiated and / or incorrect information are liable to legal action and disqualification from the bidding. 15. The Authority may reject all bids or proposals at any time prior to the acceptance of a bid or proposal as per PPRA rule. 16. The Advertisement can be seen from both CDA website (www.cda.gov.pk) PPRA website (www.ppra.org.pk) and EPADS portal. 17.
