S. # NIT Cost 1 25,030,000 2 993,561 3 2,513,833 4 2,901,575 5 30,298,842 6 2,486,636 7 2,988,003 8 7,294,850 S. # Earnest Money / Bid Security 1 400,300 2 29,807 3 75,415 4 87,047 5 459,888 6 74,599 7 89,640 8 195,897 S. # Date & Time of Opening of Tenders 1 25.03.2025 11:30 AM 2 25.03.2025 11:30 AM 3 25.03.2025 11:30 AM 4 25.03.2025 11:30 AM 5 25.03.2025 11:30 AM 6 25.03.2025 11:30 AM 7 25.03.2025 11:30 AM 8 25.03.2025 11:30 AM TERMS & CONDITIONS:- i) The Capital Development Authority invites bids, from firms, registered with Pakistan Engineering Council having valid Registration Certificate in respective project code valid for the year 2024-25 who can prove their eligibility and qualification as mentioned in the Bidding Documents for the above mentioned works. ii) The bidding shall be conducted in line with the Rule 36 (a) Single Stage Single Envelope procedure prescribed under Public Procurement Rules 2004, E-Pak Procurement Regulations, 2023 and is open to all potential bidders registered in the ?e-Pak Acquisition & Disposal System (EPADS)?. iii) Bids must be accompanied by a Bid Security duly generated from firm?s own account should be in the form of Pay Order / CDRs in favor of DDO Govt. Hostel, CDA. The prospective bidders shall upload scanned copy of Bid Security on E-PADS and submit original Bid Security / CDR?s on 21.03.2025 at 11:30 AM. iv) Firms who are interested should submit 01 year satisfactory completion certificate(s) in relevant nature of work / amount and only those firms are eligible to participate who have work experience in RED Zone area and participants / firms must submit attested copies of relevant documents with original Bid Security / CDR?s. v) Works related information may be sought from the office of Dy. Director (Civil) PL&H, CDA located in Parliament Lodges Block-C, Basement, G-5, Islamabad. vi) Security clearance of firm is mandatory. The security clearance shall be taken from Concerned LEA?s that should include security clearance of representative, engineers and workers etc. without security clearance the firms shall not be allowed to participate in the tenders of Parliament Lodges & Hostels Directorate. vii) In case the total bid amount is less than 10% below the NIT amount, the bidder shall submit Call Deposit as Performance Security equal to the difference NIT and total quoted amount less 10% of NIT amount i.e. required Performance Security = NIT amount (-) Total Bid Amount (-) 10% of NIT amount. This Call Deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of Bids. Bids not carrying the Performance Security shall be rejected. The Performance Security of the successful bidder shall be released after completion of project. viii) The prospective bidders are required to submit their Bids online through E-PADS at http://eprocure.gov.pk on before EPAD date and Time. Manual bid will not be entertained. ix) The bids will be opened by using E-PAD publically on the same day at 12:00 Noon in the presence of the Procurement Committee & Bidders / authorized Representative must present General / special power of Attorney attested through respective Court, who choose to attend the opening session to be held at the office of Director PL&H & Dy. Director (Civil), PL&H, CDA. x) That the Attorney holder should not be the employee of any government / semi-government institutes. xi) The bid security of all bidders would be deposited in the CDA Bank account and same will be returned after the acceptance of the contract with the successful bidder. xii) Firms who provide an undertaking on Stamp paper worth not less than Rs.500/- and above, that the firm / contractor are neither involve in any litigation nor black listed by any government, semi-government or autonomous body in Pakistan and also undertake that if any information or document provided by the firm is found incorrect or fictitious, the firm liable for legal action under the law. Without the undertaking tender will be marked as Non-Responsive. xiii) CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal as per PPRA rule. xiv) In case of any gazettee / occasional holidays, the tenders will be opened on next working day. xv) Tender notice can be seen from both CDA website www.cda.gov.pk PPRA website www.ppra.org.pk/ and EPADS portal.
