| Description | CAPITAL DEVELOPMENT AUTHORITY City Sewerage Division INVITATION OF BIDS The Capital Development Authority invites sealed bids from firms who are well-reputed, registered with the Pakistan Engineering Council have valid registration certificates in category CE-09 for the year 2024-25,and can prove their eligibility and qualifications as mentioned in the bidding documents for the following works:- S No. Name of Work NIT Cost Earnest Money Date & Time of opening of tenders 1 Re-routing of sewerage line from street no. 24, plot no. 757 to main trunk sewer line in sector g-9/1, Islamabad Rs.3,123,877/- Rs.93,716/- 29-01-2025 At 12:00 Noon 2 P/L12?dia Sewerage line from Karakoram Plaza to main trunk Sewer line in Sector F-11/1, Islamabad. Rs.25,236,960/- Rs.757,109/- 29-01-2025 At 12:00 Noon 1. The bidding shall be conducted in line with the Rule 36 (a) Single Stage Single Envelop procedure prescribed under Public Procurement Rules 2004 E-Pak Procurement Regulations 2023 and is open to all potential bidders registered in the e-Pak Acquisition & Disposal system (EPADS). 2. Bids must be accompanied by a bid security duly generated from the firm?s account and submitted in the form of a Pay Order or CDR in favor of the Deputy Director, City Sewerage Division, CDA. The respective bidders must upload a scanned copy of the bid security on E-PADS and submit the original bid security or CDR to the office of the Deputy Director, City Sewerage Division, CDA. 3. Firms who are interested should submit 01-year satisfactory completion certificate (s) in the relevant nature of work. Participants/firms must submit attested copies of relevant documents with original bid security / CDR?s. 4. Firms must provide an undertaking on stamp paper worth not less than Rs. 500/- (or higher) declaring that the firm/contractor is neither involved in any litigation nor blacklisted by any government, semi-government, or autonomous body in Pakistan. The undertaking must also state that if any information or document provided by the firm is found to be incorrect or fictitious, the firm shall be liable for legal action under the law. The respective bidders are required to upload a scanned copy of the undertaking on E-PADS and submit the original undertaking, along with each Bid Security, to the office of the Deputy Director, City Sewerage Division, CDA. 5. Bidders must submit the Bid Security along with the documents listed under items No. 2, 3 and 4 in the office of Deputy Director, City Sewerage Division, Room No. 147, Old Naval Headquarters, G-6, Islamabad, on or before 28th January 2025. The tender submissions without these documents will be rejected or considered invalid. 6. Work-related information may be sought from the office of Dy. Director City Sewerage Division, CDA. 7. In case the total bid amount is less than 10% below the NIT amount, the bidder shall submit a call deposit as performance security equal to the difference between the NIT amount and the total quoted amount less than 10% of the NIT amount. That is required Performance Security = NIT amount ? total bid amount- 10% of NIT amount. This call deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of bids. Bids not carrying the performance security shall be rejected. The performance security of the successful bidder shall be released after completion of the project. 8. The prospective bidders are required to submit their bids online through E-PADS at http://eprocure.gov.pk before the deadline on the specified date and time. Manual bids will not be entertained. 9. The bids will be opened by using E-PAD on respective date and time in the presence of the Procurement Committee& bidders / authorized representatives must provide General / special power of attorney attested through the respective Court, who choose to attend the opening session to be held at the office of D.G (WMW) , CDA, in Room No. 131, Old Naval Headquarters, G-6, Islamabad, on given date & time. 10. The attorney holder should not be an employee of any Government/semi-government institutes. 11. The bid security of all bidders will be deposited into the CDA bank account and will be returned after the contract is awarded to the successful bidder. No bid security will be returned manually. 12. CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal as per PPRA rule. 13. In case of any gazette0d / occasional holidays the tenders will be opened on the next working day. 14. The tender notice can be viewed on both the CDA website (www.cda.gov.pk) and the PPRA Website (www.ppra.org.pk), as well as the E-PADS portal.
