| Description | NATIONAL TRANSMISSION AND DESPATCII COMPANY LTD EXPRESSION OF INTEREST (EOI) ARRANGEMENT OF RUNNING FINANCE FACILITY OF PKR 10 BILLION (IN TWO PACKAGES) FROM LOCAL MARKET 1.NATIONAL TRANSMISSION AND DESPATCH COMPANY LTD (NTDC) a Government owned public limited Company, incorporated in 1998 under Companies Ordinance, 1984 (now Companies Act. 2017) to own and operate 220 KV and above grid stations and transmission lines in Pakistan. NTDC invites sealed bids from scheduled commercial banks, including conventional and Islamic banks, having A1 & above Short-Term Credit Rating as per State Bank of Pakistan for financing of Short-Term Running Finance, in two distinct packages of Rs. 5 billion each, for priority payments and working capital requirements. 2.The proposals are invited on the basis of National Competitive Bidding (NCB) through Single Stage One Envelop Procedure. 3.Financing banks are required to offer EOI /proposals on the following terms and conditions; a.The Short-Term Running Finance Facilities will be arranged in two separate packages of Rs. 5 billion each, with the flexibility to increase the financing limit by up to 25%. Each package must be distinctly labeled as Package-I and Package-II. b.The banks can participate in one or both the facilities of Rs. 5 billion. c.The requisite facility will be based on 3 months KIBOR plus/minus spread. d.Proposals will be evaluated on least cost basis. e.Availability period of loan will be one year (extendable). f.NTDC may withdraw or repay the loan in one or more installments at any time during the borrowing period. g.Any bid offering conditional slab rates shall not be accepted. h. No commitment, advisory, arrangement, legal or any other fees or charges in connection with this transaction shall be borne by the NTDC. i.NTDC is offering specified Transmission line or Grid station equipment as security. j.If pricing is same, preference will be given in the order of Higher rating and Islamic facility. 4.In light of E-Pak procurement regulations 2023, The banks are required register with E-Pak Acquisition & Disposal System (EPADS), on https://eprocure.gov.pk/. Only bids submitted through EPADS upto 31.01.2025 by 11:00 PST will be entertained. The bids will be opened on the same day in presence of the representatives of the banks at 11:30 PST in Hall No. 4 (CFO Committee Room) 2nd Floor Shaheen Complex Egerton Road Lahore. 5.This advertisement is also available on PPRA & NTDCs websites. 6.NTDC reserves the right to reject proposals against one or both packages without giving reason and incurring any liability. 7.Interested bidders may obtain further information regarding the financing facility/project at the address below between 08:30PST to 16:30PST (Monday to Friday).
