The Islamic Republic of Pakistan has received financing from the Asian Development Bank (ADB) toward the cost of Second Power Transmission Enhancement Investment Program - Tranche 4. Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The National Transmission and Despatch Company - NTDC (?the Employer?) invites sealed bids from eligible Bidders for the construction and completion of Procurement, Design, Installation, Testing & Commissioning of Telecom Equipment For Extension Works (220kV T/L Addition) interconnecting 500kV RYK, 220kV Bahawalpur & 220kV Daharki Grid Stations (?the Facilities?). The Works shall be executed as follows: Description Procurement, Design, Installation, Testing & Commissioning of Telecom Equipment For Extension Works (220kV T/L Addition) interconnecting 500kV RYK, 220kV Bahawalpur & 220kV Daharki Grid Stations 3. Bidders may submit a bid for the single contract/Lot and discounts offered (if any) in this Tender. Since there is only one contract/Lot, discounts for multiple contracts awards do not apply. 4. Open competitive bidding (international advertisement) will be conducted in accordance with ADB?s Single-Stage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 5. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Average Annual Turnover Financial Resources Bidder?s Experience Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last three (03) years, as specified below: US$ 5.48 Million or equivalent Single Entity or JV: The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement as specified below: US$ 1.03 Million or equivalent Participation as a contractor, Joint Venture partner, or subcontractor, in at least one contract that has been satisfactorily and substantially completed within the last (ten) 10 years and that is similar to the proposed contract, where the value of the Bidder?s participation exceeds the amount mentioned below. The similarity of the Bidder?s participation shall be based on: 1. the physical size 2. nature of works 3. complexity, methods 4. technology and 5. other characteristics as described in Section 6, (Employer?s Requirements).
