| Description | The prospective Constructors/ bidders must be registered with following: a) EPADS at http://eprocure.gov.pk. b) Pakistan Engineering Council in Category C-1 or above. c) Income Tax / Sales Tax Department, and d) Shall be on Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). 2. Electronic Bidding Documents, containing detailed requirements, terms and conditions, Method of Procurement, Instruction to Bidders (IB) & Bidding Data (BD), Evaluation Criteria for Qualification, Letter to Bid & Schedule to Bid, Standard Forms, Conditions of Contract, Specifications, Bill of Quantities and Drawings are available for the interested registered Constructors/ bidders on EPADS at http://eprocure.gov.pk. The Bidding Documents can also be downloaded free of cost from websites of CCP (www.cc.gov.pk) or PPRA (www.ppra.org.pk) or on EPADS at http://eprocure.gov.pk. Please note that the prospective Constructors/ bidders must register on EPADS at http://eprocure.gov.pk. a. For registration on EPADS (http://eprocure.gov.pk) or in case of any technical difficulty in using EPADS, prospective bidders may contact PPRA office, 1st Floor, FBC building sector G-5/2, Islamabad, or Contact at 051-111- 137-237. 3. The bid format based on Least Cost Method under Single Stage-Two Envelope (SSTE) Procedure of Open Competitive Bidding shall be adopted in accordance with Clause 36(b) of Public Procurement Rules, 2004. 4. In terms of Rule No. 48 of Public Procurement Rules, 2004, Grievance Redressal Committee (GRC) is constituted for the subject procurement. Notification of said GRC is provided on the website of CCP (www.cc.gov.pk) and on EPADS at http://eprocure.gov.pk. 5. Joint Venture M/s. DESIGNMEN Consulting Engineers Pvt. Limited, M/s. Berkeley Associates Pvt. Limited and M/s. Salman Mansur & Associates (JV DCE-BAL-SMA) has been appointed as Project Consultant & the Engineer of the Project. 6. CCP reserves the right to reject all Bids in accordance with public procurement Rule No. 33. 7. A Pre-bid meeting will be held on 26th September 2024, at 11:00 AM in the CCP Office, 9th Floor (South), ISE Towers, Jinnah Avenue, Islamabad. 8. The Bids (Technical & Financial Bids), be prepared in accordance with the instructions provided in the bidding documents, and must be submitted on e-PADS (https://eprocure.gov.pk) through electronic means only, by 9th October, 2024, upto 11:00 AM. Bids submitted/ received after prescribed time and date shall be rejected. 9. Original Bid Security must be submitted to the below mentioned address prior to the online submission deadline of the bid. E-Bids without submission of Bid Security in favour of CCP will be rejected. 10. Technical Bids shall be opened on the same date (9th October, 2024) at 11:30 AM. Bidders will be ?Post Qualified? on the basis of information provided with the proposals in the light of Bidding Documents. Bidders who fail to qualify technically shall not be considered further in the procurement proceedings. 11. All the applicable Federal/Provincial taxes (income tax, sales tax, etc.) must be included while preparing the Financial Proposals and are required to be built in the quoted rates and not to be mentioned separately.
