| Description | CAPITAL DEVELOPMENT AUTHORITY (Procurement & Contracts Directorate) INVITATION FOR BIDS Sealed tenders are hereby invited on Single Stage ? Two Envelope Procedure for the following work from contractors / firms /JV duly enlisted with Pakistan Engineering Council (PEC) in appropriate category & codes having validity / renewal of PEC license and NTN & GST registration with FBR. S# Name of Work 1 Hiring of Machinery for collection & transportation of Solid Waste from Islamabad Estimated cost Rs. 538,586,196/- Earnest Money Rs. 608,945/- Date & time of receipt of tender September 30, 2024 (11:00 AM) Date & time of opening of tender September 30, 2024 (11:30 AM) 1. Bid Security / Earnest Money shall also be accompanied with the request in the shape of Deposit at Call (CDR) clearly indicating the name of firm issued by local scheduled bank in favour of DDO (Procurement & Contract), CDA and should be generated only from firm?s account. Cash / cheque or open CDR without indicating name of firm will not be accepted and no application without Bid Security/ Earnest Money will be accepted for issuance of tender documents. The perspective Bidders shall also upload scanned copy of Bid Security on E-PADS. 2. Tenders will be opened in the office of Director Procurement & Contract Agreements-II, CDA located at Room No. 31 (First Floor), Block 3, CDA Secretariate, Sector G-7/4, Islamabad on schedule date and time. 3. The perspective Bidders are also required to submit their bids online through E-PADS at http://eprocure.gov.pk before opening date and time. Original Bids in accordance with the provision of Rule 36 (b) of Pubic Procurement Rules 2004 and terms and conditions defined in the bidding documents must be submitted in the office of Director (Procurement & Contract Agreement-II), CDA located at Room No. 31 (First Floor), Block 3, CDA Secretariate, Sector G-7/4, Islamabad on schedule date and time. 4. The Bidder should follow / observe following instructions for submission of tender / Bidding Documents otherwise Bids will liable for non-responsive. i. Bidders should attach Technical Evaluation Performa on the face of Technical Proposal protected with binder duly page marked & flagged in accordance with the Evaluation Performa issued to firm along with Bidding Document enclosed in separate envelope indicating Name of Work and Name of Firm. ii. Bidder should enclose Financial Bid in separate envelope indicating Name of Work and Name of Firm. iii. Bidders should enclose both Technical and Financial Proposals in outer single envelope for project clearly indicating Name of Work and Name of Firm on the front of envelope. 5. In case the total Bid Amount is less than 10% below the NIT Amount, the Bidder shall enclose Call Deposit (CDR) in original with Financial Bid as Performance Security equal to the difference between NIT Amount and total quoted amount less 10% of NIT Amount. That is, required Performance Security = NIT Amount (-) Total Bid Amount (-) 10% of NIT Amount. This Call Deposit shall be in addition to the Bid Security / Earnest Money for the work. Bids having rates below the 10% of the NIT cost not carrying the Call Deposit (CDR) shall be rejected and Performance Security of the successful Bidder shall be released after completion of the project. Additional Call Deposit will be released after receiving enhanced Performance Security and signing of Contract Agreement by the successful Bidder. 6. Interested Firm/JVs/Consortium can download the Bidding document from E-PADS www.eprocure.gov.pk and www.ppra.org.pk from September 05, 2024 till September 30, 2024. 7. The prospective Bidders are also required to submit an undertaking on stamp paper duly attested by notary public worth not less than Rs. 500/-, that the firm/contractor are neither involve in any litigations nor blacks listed by any government, semi-government or autonomous body in Pakistan and also undertakes that if any information or document provided by firm for issuance of tender documents is found incorrect or fictitious the firm is liable for disqualification and legal action under the law. Without the undertaking tender will not be issued to firm. 8. CDA may reject all bids or proposals at any time prior to the acceptance of bid or proposal and conditional bids will also be rejected at the spot without any notice as per PPRA Rules. 9. The Bid Security / Earnest Money of unsuccessful bidders will be retained /deposited in CDA bank account and released in the favour of firms account only after acceptance of bid. 10. Notification of the GRC constituted in terms of Rule 48 of Public Procurement Rules, 2004 is provided on www.cda.gov.pk, on E-PADS at www.eprocure.gov.pk and www.ppra.org.pk 11.
