| Description | CAPITAL DEVELOPMENT AUTHORITY (Parliament Lodges & Hostels Directorate) ****** TENDER NOTICE Tender is invited from valid PEC registered firms having appropriate category and code for the following work: S. # Description NIT Cost Earnest Money / Bid Security Tender Fee Date & Time of Receiving of Tenders Date & Time of Opening of Tenders 1 ILLUMINATIONS, LIGHTING AND DECORATION ARRANGEMENT AT PARLIAMENT LODGES & MNA HOSTEL BUILDING. ISLAMABAD ON OCCASION OF 12TH RABI-UL-AWAL 1446(HIJRI)2024 Rs.2,146,500/- Rs.64,395/- 2,000/- 10.09.2024 11:30 AM 10.09.2024 12:30 AM TERMS & CONDITIONS:- i) Applications for this tender document for above mentioned works shall be received upto 06.09.2024 till 11:30 A.M on submission of application with (non-refundable) tender fee in shape of cash being cost of the bidding documents during working hours on or before given date and time at facilitation Desk for CDA Contractors on Out-Gate of Parliament Lodges, Islamabad. ii) Bidding documents are available on PPRA EPADS portal and shall be purchased from the office of the Deputy Director (Civil) PL&H, Islamabad One Day before opening at12:00Noon. Tender documents will only be issued to owner of those firms / companies who are registered on EPADS and downloaded relevant tender documents from EPADS before applications date. iii) Contractors must be provided valid PEC registration certificate, electric license Government of Punjab and other all relevant attested documents i.e. CNIC, NTN certificate, active GST having appropriate category / codes and CDR at Facilitation Desk for CDA Contractors on Out-Gate of Parliament Lodges, Islamabad. (All original documents will be seen before issuance of tender). iv) That Deposit at Call / Earnest Money should be generated only from firm?s / Contractor?s account (firm name mentioned on CDR). The prospective bidders shall up load scanned copy of bid security on EPADS and original will submitted to the office of Deputy Director (Civil), PL&H. v) The General / Special Power of Attorney may be attested through respective Court. vi) That the Attorney holder should not be the employee of any government / semi-government institutes. vii) That no such application be entertained without valid P.E.C License. viii) That only legitimate Attorney holder will be allowed to get tender documents. ix) That the relative tendering authority will not be entertained for participation in the tenders. x) The bid security of all bidders would be deposited in the CDA Bank account and same will be returned after the acceptance of the contract with the successful bidder. xi) The eligibility criteria of the firms with the relevant experience i.e. at least 03 Nos. of works of last two financial years will be observed / fulfilled before issuance of tender documents. xii) Tender will be issued only to those firms who provide an undertaking on Stamp paper worth not less than Rs.50/-, that the firm / contractor are neither involve in any litigation nor black listed by any government, semi-government or autonomous body in Pakistan and also undertake that if any information or document provided by the firm for issuance of tender documents is found incorrect or fictitious, the firm liable for legal action under the law. Without the undertaking tender will not be issued to firm. xiii) The Prospective bidders are also required to submit their bids online through EPAD at http://eprocure.gov.pk before opening date. Original bids in accordance with the provisions of rule 36 (b) of Public Procurement rules 2004 and terms and conditions defined in the bidding documents must be submitted at the mentioned address on respective date and time. xiv) Security clearance of firm is mandatory. The security clearance shall be taken from AIG, Special Branch through Parliament House Authorities that should include security clearance of representative, engineers and workers etc. without security clearance the firms shall not be allowed to participate in the tenders of Parliament Lodges & Hostels Directorate. xv) No tender documents will be sold after closing date and office Hrs. Only firms/ contractors registered with PPRA with EPADS as vendors are eligible to purchase bidding documents xvi) Bid security / Earnest Money shall be accompanied with the request in the shape of Deposit at Call (C.D.R) clearly indicating the name of firm issued by local schedule bank in favor of the DDO Govt. Hostel, CDA. Cash / Cheque or open CDR without indicating name of firm will not be accepted and no application without bid security / earnest money will be accepted for issuance of tender. xvii) Tender document shall only be issued to the owner of the firm or legitimate Attorney holder. If the contractor or his legitimate Attorney holder does not sign the tender opening Register, their Call Deposit will be liable for forfeiture Tender should be received in the office of the Dy. Director (Civil) / Director Parliament Lodges & Hostels, CDA and will be opened as per schedule given above. xviii) In case the total bid amount is less than 10% below the NIT amount, the bidder shall submit Call Deposit as Performance Security equal to the difference NIT and total quoted amount less 10% of NIT amount i.e. required Performance Security = NIT amount (-) Total Bid Amount (-) 10% of NIT amount. This Call Deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of Bids. Bids not carrying the Performance Security shall be rejected. The Performance Security of the successful bidder shall be released after completion of project. xix) CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal as per PPRA rule. xx) In case of any gazettee / occasional holidays, the tenders will be opened on next working day. xxi) Tender notice can be seen from both CDA website www.cda.gov.pk PPRA website www.ppra.org.pk / and EPADS portal.
