| Description | CAPITAL DEVELOPMENT AUTHORITY (Simly Dam Division) INVITATION FOR BIDS Sealed tenders are hereby invited on Single Stage-Single Envelope Procedure for the following work as detailed below on percentage basis of the NIT Cost from the security agencies registered with Income Tax and Sales Tax Departments having relevant experience. Name Of Work: Provision of Armed Security Guards at Various Locations of Simly Dam Project, Islamabad (2024-25) NIT Cost:Rs.18,847,872/- Earnest Money:Rs.565,436/ Tender Fee Non Refundable: Rs.5000/- Date & Time of receiving of Tenders: 18/09/2024 11:30 AM Date & Time Of Opening of Tenders: 18/09/2024 12:00 PM 1. Tender Documents can be purchased upto 16/09/2024 before closing hours against payment of Rs.5000/- (Non refundable) in shape of Pay Order/Deposit at Call from the office of Accounts Branch of Simly Dam Division, CDA located at Shop No.5, Bazar No.8, St.57, Sector G-6/4 Islamabad. No application for tenders will be received after schedule date and time (Only firms/contractors registered with PPRA as EPAD as venders are eligible to purchase bidding documents). 2. Only those contractors/firms who have experience in relevant field for more than three years and registered as Security Providers with the Ministry of Interior Govt. of Pakistan can participate in the bidding. Renewal of license as private security company/firm by the Chief Commissioner, Islamabad Capital Territory (I.C.T) Govt. of Pakistan is also required. 3. Successful bidders will have to provide all security clearance documents/registration etc. within 03 days of bid submission. 4. Application for issuance of tender documents shall accompany name, address(s), signature of contractor, valid enlistment/renewal of firm with Ministry of Interior Govt. of Pakistan. 5. Authority letter in favour of person deputed by the Contractor to submit the application and collect the tender form is required along with copy of the CNIC subject to verification from the original CNIC. 6. Earnest money in the shape of deposit at call in favour of Deputy Director (Simly Dam Division), CDA from local scheduled Bank of Islamabad must accompany with the application. Without call deposit no application for issuance of tender will be entertained. Cash/cheque will not be accepted. 7. Bid Security/Earnest Money shall also be accompanied with the Financial Bid in the shape of Deposit at Call (CDR) clearly indicating the Name of Firm issued by local scheduled bank in favor of Deputy Director, Simly Dam Division, CDA. Bids without bid Security/Earnest Money shall be considered as non-responsive and rejected at the time of opening. The prospective bidders shall also upload scanned copy of Bid Security on EPAD and also provide a copy with the application for issuance of tender. 8. If the contractor wants to participate in the tendering through representative, the contractor will provide general/special power of attorney duly attested by respective court and only to legitimate attorney holder would be allowed to get tender documents. 9. The prospective bidders are also required to submit their Bids online through EPADS at http://eprocure.gov.pk before opening date & time. 10. Original bids in accordance with the provisions of Rule 36(a) of Public Procurement Rules 2004 and terms & condition defined in the bidding documents must be submitted in the office of Director (Bulk Water Management), CDA at Shop No.5, Bazar No.8, Sector G-6/4, Islamabad on schedule date & time. 11. The prospective bidders are also required to provide an undertaking along with the application and Stamp Paper duly attested by notary public worth not less than Rs.50/- that the firm/contractor are neither involved in any litigation nor black listed by any government, semi government or autonomous body in Pakistan and also undertakes that if any information or document provided by firm for issuance of tender document is found incorrect or fictitious the firm is liable for disqualification and legal action under the law (applications without the undertaking will not be considered for issuance of tender). 12. CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal and conditional bids will also be rejected at the spot without as per PPRA Rules. 13. The Bid Security/Earnest money of unsuccessful bidders will be retained till acceptance of lowest bid. 14.
