Biding Documents are available on PPRA, EPADS portal and shall be purchased on cash payment (Non ?Refundable) for the work mentioned above from the office of Deputy Director E&M P/House, CDA in office timing. The last date of submission of application for issuance of tender is 06-09-2024 (12:00 Noon) and manual Tender form will be issued on 10-09-2024 till (12:00 Noon). No application for tenders will be received after Schedule Date & Time. 2. Tender will be issued to those (only firms/ contractors registered with PPRA on E-PADS as vendors are eligible to purchase budding documents) who have valid PEC registration certificate with appropriate code and valid Electrical License issued by Electrical Inspector Islamabad renewed for the current Financial Year for Execution of E&M works in Rawalpindi/ Islamabad. 3. Tender should be accompanied bid Security /Earnest Money (Refundable) in the form of Pay Order/CDR?s in favor of Deputy Director E&M Parliament House. The prospective bidder shall upload Scanned copy of bid security on E-PADS and Original will Submitted to office of Deputy Director E&M Parliament House. 4. The prospective bidders are also required to submit their bids ON -Line through E-PADS at http://eprocure.gov.pk before opening date. Original bids in accordance with provision of rule- 36 (a) of public procurements rule 2004 and terms &conditions defined in the bidding documents must be submitted at the mentioned address on respective date and time. 5. The owner of the firm should submit the application and collect the tender by himself. In case of authorized person, power of attorney is essential. 6. Earnest Money in the shape of deposit at call bearing Name of Firm in favour of Deputy Director (E&M) Parliament House, CDA from scheduled Bank of Islamabad must accompany with the application. Without call deposit no application for issuance of tender will be entertained. Cash/ Cheque will not be accepted, and that of call/ Earnest Money should be generated only from firm?s accounts. 1/2 7. Tender for the work mentioned above will be received and opened by the Director Coord (PH) on due date and time in presence of contractors or their representative who care to attend with power of attorney. 8. The contractor will submit the documents as per clause No.16 of instructions of tender documents along with their tender, otherwise tender will be rejected. 9. In case the total bid amount is less than 10% below the NIT amount, the bidder shall submit call deposit as performance security equal to the difference between NIT amount and total quoted amount less 10% of NIT amount. This call deposit shall be in addition to the earnest money for the work and shall be deposited at the time of submission of bids. Bids not carrying the performance security shall be rejected. The performance security of the successful bidder shall be released after completion of the project. 10. Security clearance of firm is mandatory. The security clearance shall be taken from AIG, Special Branch through Parliament House Authorities that should include security clearance of representative, Engineers and work etc, without security clearance the firm shall not be allowed to participate in the tenders. 11. PEC Certificate & Professional Tax Certificate in original will be seen before issuance of tender. 12. General/ Special power of attorney may be attested through respective court. 13. The attorney holder may not be the employee of any Government/ semi Government institute. 14. Only legitimate attorney holder may be allowed to get tender documents and participate in tender process. 15. Relative of tendering authority may not be entertained for participation in the tenders. 16. Firms with the relevant experience i.e at least three number of work in last two financial years eligible for obtaining tenders. 17. CDA may reject all bids or proposals at any time prior to acceptance of bid or proposal. The CDA shall upon request communicate, to any supplier or contractor who submitted a bid or proposal, but is not required to justify those grounds. 18. Advertisement is also available on CDA web site www.cda.gov.pk and PPRA web site www.ppra.gov.pk and E-PADS Portals. 19.
