Description GOVERNMENT OF PAKISTAN CAPITAL DEVELOPMENT AUTHORITY (CDA) ISLAMABAD REQUEST FOR PROPOSAL (RFP) ?RFP for the Design & Construction of Waste Water Treatment Plants along Korang River on EPC Mode? The Capital Development Authority (CDA) intends to require proposals, from reputed National/International Firms/JVs/Consortium (Registered with PEC in Category C-A with mandatory codes CE-09 & ME-06) for the Design, Construction and Operation of Waste Water Treatment Plants (with capacity STP-1: 3.65 MGD, STP-2: 1.97 MGD, STP-3: 4 MGD) along Korang River on Engineering, Procurement & Construction (EPC) Mode. Firms/JVs/Consortium possessing highly proficient and design capability & construction team with PEC registration (with relevant codes/relevant categories as mentioned in the RFP) and state of the art technology to Plan, Design, Implement & Execute STPs are invited. Details qualification and Technical Criteria is available in TOR/RFP documents. Interested Firms/JVs/Consortium can download the RFP documents from E-PADS at www.eprocure.gov.pk and www.ppra.org.pk from 26th July 2024. The duration of preparing detailed technical proposals shall be 84 days w.e.f uploading of RFP. Pre-Bid meeting will be held on 27th September 2024. The proposal shall be based on Two Stage Two Envelope procedure as per Rule 36 (d) PPRA-2004. Only firms/contractors registered with PPRA on E-PADS as vendors are eligible to participate in bidding. Tender should be accompanied with Bid Security/Earnest Money (refundable) in the form of Pay order/CDRs in favour of Dy. Director E&M (P&CA-II), CDA amounting to Rs. 40.00 (M) for STP-01 (3.65 MGD), Rs. 20.00 (M) for STP-02 (1.97 MGD) and Rs. 40.00 (M) for STP-03 (4.0 MGD). The prospective bidders shall upload scanned copy of Bid Security on E-PADS and original will be submitted in the office of Dy. Director E&M (P&CA-II), CDA well before the closing date of submission of bid. The prospective bidders are required to submit bids (Technical & Financial) online through E-PADS at http://eprocure.gov.pk in accordance with the provision of Rule 36 (d) of PPRA Rules-2004 and terms and conditions defined in the RFP documents. Foreign Companies may apply in Joint Venture with Local Firms (as per the rules of PEC). Sales tax and Income tax registration is mandatory to participate in the bidding process. Proposals (Technical & Financial) accompanied with Bid Security as mentioned in the RFP documents and complete in all respects should be uploaded on or before 18th October 2024 at 11:30 AM. The technical / Electronic Proposals will be opened on the same day (opening time at least 30 minutes after closing time of submission) on http://eprocure.gov.pk Submission of Bids (Technical & Financial) for each package should be made separately clearly mentioning the title of the package on the envelope. Notification of the GRC constituted in terms of Rule-48 of Public Procurement Rules, 2004 is provided on www.cda.gov.pk, on EPADS at http://eprocure.gov.pk and www.ppra.org.pk The Firm providing unsubstantiated and/or incorrect information are liable to legal action and disqualification from the bidding.
