Description REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES ? FIRMS SELECTION) Pakistan Dasu Transmission Line Project Loan No. 9076-PK Assignment Title: CONSULTANCY SERVICES FOR DESIGN & SUPERVISION OF COMMUNITY SUPPORT PROGRAM (CSP) UNDER THE DASU TRANSMISSION LINE PROJECT (DTLP) FUNDED BY THE WORLD BANK 1)The NTDC has received financing from the World Bank toward the cost of Dasu Transmission Line Project and intends to apply part of the proceeds for consulting services. 2) The consulting services (?the Services?) include the Development of Community Support Program (CSP) under Dasu Transmission Line Project (DTLP). DTLP is a project of prime national importance meant to evacuate 4320 MW of power from Dasu Hydropower Project (DHP) funded by the World Bank. The Project consists of the construction of 254 kilometers long, 765kV double circuit transmission line from the Dasu Hydropower Project (DHP) located in Dasu, Kohistan to the proposed Mansehra Grid Station (MGS), which is 157 km from DHP and then to Islamabad West Grid Station (IWGS) which is 97 km from MGS. Both MGS and IWGS will also be constructed under the same project. Development of CSP includes the identification, design, and supervision of development schemes under the umbrella of CSP throughout the entire length of Dasu Transmission Line (DTL) & MGS. The Environmental and Social Studies of the project were carried out by the NTDC through International consultants (M/s GOPA Intec). Under these studies, the Resettlement Action Plans (RAPs) for DTL and MGS have a provision of some amount for carrying out the Community Support Program (CSP). Some broad categories of the sectors likely to be included in the CSP are mentioned in these reports. 3) These reports along with the detail ToRs of the assignment can be found on www.ntdc.gov.pk under the above-mentioned title. 4) The NTDC now invites eligible consulting firms (?Consultants?) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) Experience in sector of Community Support/Social Development on national and international projects. Experience in the energy sector will be a plus point. b) Proven experience in developing, designing, implementing and supervising of Community Support Program/ Social Development Programs in at least three IFI?s Funded projects c) Proven experience in preparing tender documents and evaluating bids for Community Support Programs d) Experience of working in community projects in similar project areas will be given preference. e) Technical and managerial capability of the firm. (Key Experts will not be evaluated at the shortlisting stage). The shortlist will contain a minimum of 5 to maximum 8 firms. 5) The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank?s ?Procurement Regulations for IPF Borrowers? July 2016 - Revised November 2023 (?Procurement Regulations?), setting forth the World Bank?s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. 6) Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7) A Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations. 8) Further information can be obtained at the address below during office hours [i.e.PST 0830 to 1630 hours]. 9) Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by July 15th, 2024, PST midnight.
