Country: Islamic Republic of Pakistan Name of Project: National Transmission Modernization I Project NTDC ICT Modernization & ERP Program Contract Title: Design, Supply, Installation and Commissioning of Disaster Recovery Site for NTDC Data Centre Loan No.: IBRD-8814-PAK Activity No. PK-NTDC-334002-CW RFB RFB Reference No.: WB-ERP-10-2023 Issued on: 21st May 2024 The Islamic Republic of Pakistan (hereinafter called ?Borrower?) has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan (hereinafter called ?loan? toward the cost of NATIONAL TRANSMISSION MODERNIZATION PROJECT I.) and intends to apply part of the proceeds towards payments under the contract for Design, Supply, Installation and Commissioning of Disaster Recovery Site for NTDC Data Centre. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank?s Disbursement Guidelines for Investment Project Financing. The National Transmission & Despatch Co. Ltd. (NTDC) now invites sealed Bids from eligible Bidders for Design, Supply, Installation and Commissioning of Disaster Recovery Site for NTDC Data Centre. Project period will be 180 calendar days, whereas the delivery location will be NTDC Rawat Lab Islamabad. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank?s ?Procurement Regulations for IPF Borrowers? August 2018 (?Procurement Regulations?), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from NTDC, Chief Engineer (Material Procurement & Management), cempm@ntdc.com.pk and inspect the bidding document during office hours i.e. 0830 to 1630 hour at the address given below. A complete set of RFB documents in English may be purchased (in person) by interested Applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 3,000/-. The method of payment will be through banking channel/demand draft/pay order. If the documents are to be sent through air mail/courier an additional fee of Rs. 1,000 (for local delivery in Pakistan) will be charged. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked ?ORIGINAL BID?, and the inner envelopes marked ?TECHNICAL PART? will be publicly opened in the presence of the Bidders? designated representatives and anyone who chooses to attend, at the address below on 09th July 2024 at 11:30A.M. All envelopes marked ?SECOND ENVELOPE: FINANCIAL PART? shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. The Bidder is invited to visit and examine the project location and its surroundings as per bidding document available on NTDC Website to obtain all information that may be necessary for preparing the Bid including technical requirements and estimation of product quantities at their own cost and interest. Only the bidders, who purchased the document, will be allowed for site visit. All Bids must be accompanied by a Bid Security of PKR 2,000,000/- in the form of Demand Draft/Pay Order issued by a scheduled bank of Pakistan drawn in favor of Chief Engineer (Material Procurement & Management), NTDC or in the form of bank guarantee from a scheduled bank of Pakistan having a minimum credit rating of AA. In case of joint venture, Bid Security can be submitted by JV lead. Pre-bid meeting will be held at address given below as per schedule given in bidding document available.
