| Description | INVITATION FOR BIDS Date: 10 May, 2024 Loan No. and Title: 4383-PAK: Power Transmission Strengthening Project Contract No. and Title: ADB-PTSP-TL-02-2024: Procurement of Goods for I. 220 kV Double Circuit Twin Bundle Transmission Line from Mohmand Dam HPP to 220 kV Jamrud Grid Station (Approx. 59 km) II. 220 kV Double Circuit Twin Bundle Transmission Line from Mohmand Dam HPP to Existing 220 kV Nowshera Industrial Grid Station (Approx. 67 km) Deadline for Submission of Bids: 25 June, 2024, 11:00am (Pakistan Standard Time) 1. The Islamic Republic of Pakistan has received financing from the Asian Development Bank (ADB) toward the cost of Power Transmission Strengthening Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The National Transmission and Despatch Company (NTDC, ?the Purchaser?) invites sealed bids from eligible bidders for the ?Procurement of Goods for (i) 220 kV D/C Twin Bundle Transmission Line from Mohmand Dam HPP to 220 kV Jamrud Grid Station (Approx. 59 km) (ii) 220 kV D/C Twin Bundle Transmission Line from Mohmand Dam HPP to Existing 220 kV Nowshera Industrial Grid Station (Approx. 67 km)? The material shall be procured in Six (06) lots: Lot # Description Quantity Lot-I Transmission Line Steel Towers 7,050 Metric Ton Lot-II ACSR Rail Conductor 1,544 km Lot-III OPGW with Accessories 140 km Lot-IV Hardware, Accessories & Grounding Material Lot* Lot-V Polymer Insulator Strings Lot* Lot-VI Dampers Lot* *The quantities of the above lots shall be as per the respective Price Schedule. Bidders may submit their bid for one lot or any combination of lots. 3. Open Competitive Bidding (International) will be conducted in accordance with ADB?s Single-Stage - One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualification should participate in this bidding: The Bidders must satisfy the evaluation and qualification criteria in Section 3 of the Bidding Documents for each Lot of the subject Bidding Document in which they wish to participate, including the following key requirements: The bidder shall demonstrate the successful completion as main supplier within the last ten (10) years, of at least one (01) contract having value at least equivalent to the value mentioned in clause 2.3.1 in Section 3 of the bidding document for the respective lot having similar nature and complexity. The manufacturer shall demonstrate that the goods offered have been in production for at least five (05) years and have manufacturing experience of similar Equipment/goods with similar or higher rating and capacity. The manufacturer shall have manufactured and supplied similar Goods of similar or higher rating and capacity in the quantities at least equal to the 100% quantities of the respective Lot within a continuous period of fifteen (15) months during the last ten (10) years in a single or multiple contracts. The Goods supplied by the bidder should have been in satisfactory operation for a continuous period of at least three years on the date of Bid opening. In case of JV, all partners combined should fulfill this requirement (draft JV agreement should be provided with the bid). The bidders, who are not manufacturers themselves, shall furnish an authorization from the concerned manufacturer to submit a bid for supply of their goods to Pakistan against this tender. The delivery period is 210 days CIF (Karachi) / EXW Pakistan Basis (excluding 20 days for inland transportation in case of Ex-Works delivery for Goods supplied from within Pakistan) respectively from the date of signing of contract. 6. Pay a non-refundable fee of PKR 5,000.00 or USD equivalent by cashier?s cheque, pay order or demand bank draft in favor of Chief Engineer (Material Procurement & Management), NTDC, 8th Floor, Shaheen Complex, Egerton Road, Lahore, Pakistan. The document may be collected in person or may be sent by express airmail for an additional fee of PKR 3,000.00 for domestic delivery or USD 150.00 for overseas delivery.
