| Description | PROVISION OF DIGITAL PAYMENTS SOLUTION/BRANCHLESS BANKING OPERATIONS (COLLECTIONS) FOR DIRECTORATE OF MUNCIPAL ADMINISTRATION. Directorate of Municipal Administration MCI intends to facilitate general public/traders through digitalization of its receipts, within this digital collection solution channel, the individual/ shopkeepers/traders can make payment to DMA in real time at anywhere including post banking hours and public holidays. Expression of Interest (EOI) is required from financial intuitions regulated by state bank of Pakistan (SBP) will be short listed under PPRA rules on the basis of relevant experience and the profile of core staff /key personnel relevant to the instant assignment and revenue sharing proposal. The details are given as under: - 1. One sealed envelope containing two sealed envelopes clearly marked in bold and legible letters to avoid confusion as ?Technical Proposal? and ?Financial Proposal? are to be filled by each financial institution. 2. Valid registration with the professional body. 3. Minimum PACRA Credit rating shall be (A1) for short term and (A) for long term. 4. Valid legal entity i.e., registration with Securities & Exchange Commission of Pakistan (SECP) or registrar of firms etc. 5. National Tax Registration Number (NTN)/Copy of Income tax return and STN. 6. Undertaking on legal format, that the applicant has not been blacklisted by any International or National Government or Semi Government Agency / Authority / Entity etc. 7. Government owned enterprises in the country may participate only if they can establish that they (i) are legally and financially autonomous, and (ii) operate under commercial law. 8. List / CVs of key relevant staff associated with the applicant. 9. Financial capability of the institute with reference to the audit report of last three (03) consecutive years. 10. Past performance on similar assignments. 11. The authorized Representation of institute shall sign the EOI application on letter head. EOI application shall be hard bound. Loose paper/Ring binded paper in the file will not be accepted and shall be considered ineligible. 12. Chain marking / numbering of pages of complete EOI. Signing all pages of original EOI Application; and initialing all the pages of the EOI document. 13. Undertaking for not having conflict of interest. 14. TORs can be obtained after cash payment of five thousand rupees (Rs.5000/-) non-refundable from the office of DDO/Deputy Director DMA, MCI, Fire Headquarter Building G-7/1 Islamabad till 09-11-2023 (Thursday) and will be received on 10-11-2023 (Friday) till 11:00 am. The ?Technical Proposal? will be opened on same day at 2.30 pm. The envelop marked as ?Financial Proposal? shall be retained in the custody of procuring agency without being opened. 15. No TORs document will be sold/issued on date of opening of tender. 16. Detailed terms & conditions are available in the TORs documents. The financial institutions are advised to read the same carefully and submit the proposals accordingly. 17. The TORs can be viewed both on CDA/MCI website www cda.gov.pk, PPRA website www.ppra.org.pk whereas can also be downloaded from CDA website. 18. DMA, MCI reserves the right to reject all or any of the tenders as per PPRA Rules 33(1).
